Here is the version of this conversation I have had more times than any other. An operator holds a 3rd Class, works as a shift engineer, submits two years of experience toward their 2nd Class, and gets refused. They are certain something has gone wrong, because they held a 3rd Class the entire time.
Nothing went wrong. The rule they ran into is one of the least understood parts of the regulations, and it catches good operators who have done nothing but show up and do the work.
The Rule, In One Sentence
Qualifying time is earned by the certificate your position is required to hold, not the certificate you hold.
That distinction is the whole article. If you are a 3rd Class sitting in a seat that the regulations say only needs a 4th Class, then as far as the regulator is concerned you are filling a 4th Class role. You accrue time toward your 3rd Class, which you already have, and nothing toward your 2nd.
You can read this directly in Alberta's Power Engineers Regulation (AR 85/2003). Every one of the main experience clauses is written the same way. To qualify for a 3rd Class, section 18.1(1)(b)(i) asks for 12 months in a plant "required by this Regulation to employ a person holding at least a 4th Class" in that position. For a 2nd Class, section 17.1(1)(b)(i) asks for 24 months in a position requiring at least a 3rd Class. For a 1st Class, section 16.1(1)(b)(i) asks for 30 months in a position requiring at least a 2nd Class.
Always one class below what you are chasing, and always tied to the position, never to you.
The test in plain terms. Ask what the regulations require for your seat, in your plant, at its capacity. If the answer is one class below the ticket you are going for, the time counts. If the answer is two classes below, it does not, no matter what you hold.
What Each Seat Requires, By Plant Size
So the practical question becomes: what does my seat require? In Alberta that is answered by Table 1 of the Schedule, on page 37 of the regulation, which covers general power plants. It is a genuinely hard table to read, because the role bands are drawn as horizontal bars and you have to track which capacity marker on the bottom axis each bar ends under.
Here is the same information as a normal table. Capacity is boiler rating in kilowatts, and the upper figure in each band is included in that band.

Read that alongside the rule above and the trap becomes obvious. A plant between 1 000 and 5 000 kW is commonly called a "3rd Class plant," because its chief needs a 3rd Class. But the shift engineer seat in that same plant only requires a 4th Class. Two people in the same building, one accruing time toward a 2nd and one not.
What You Actually Earn In Each Seat
Combining the two gives you the answer most operators are really after. This is where your months go.

Notice what is missing. There is no row where a shift engineer in a 1 000 to 5 000 kW plant earns time toward a 2nd Class under this route. If that is your seat and your 2nd Class is the goal, the standard route says you need a bigger plant or the chief's chair.
The Exception Most People Never Hear About
There is a second, completely separate route to 2nd Class experience, and it is the one that gets missed. Section 17.1(1)(b)(ii) allows:
"for a period of 36 months as a shift engineer in a power plant that has a capacity exceeding 1000 kW"
Read it again, because what it does not say is the important part. It makes no reference to the certificate the position requires. It is a straight capacity-and-time test: shift engineer, power plant over 1 000 kW, 36 months.
So a shift engineer in a 2 000 kW plant does have a path to 2nd Class qualifying time. It just costs 36 months instead of 24, and it is a separate clause that has to be claimed on its own terms rather than argued as an extension of the 24-month route.
If you are a shift engineer in a plant between 1 000 and 5 000 kW, you have one route to 2nd Class experience, not none. It is 36 months under section 17.1(1)(b)(ii), and it depends entirely on the plant meeting the definition of a power plant.
Power Plant or Heating Plant? This Decides Everything
Before you rely on any of the above, confirm which kind of plant you are actually in, because Table 1 and the 1 000 kW clause both apply to power plants only.
Section 1 draws the line by pressure and temperature, not by what the plant is used for:
- Power plant: steam or vapour generated above 103 kPa, or liquid heated above 1100 kPa or above 121 °C.
- Heating plant: steam at or below 103 kPa and at or below 121 °C, or liquid at or below 1100 kPa and 121 °C.
A large hospital or campus heating plant can be well over 1 000 kW and still be a heating plant. In that case Table 1 does not apply to you at all, Table 4 does, and the experience ladder is entirely different: section 18.1(1)(b)(iii) asks for 48 months in a heating plant over 3 000 kW to qualify for a 3rd Class.
One more thing worth knowing while you work out your capacity. Under section 29(1)(a), one square metre of heating surface equals 10 kW. So 162 m² of heating surface is a 1 620 kW rating. If your plant is described to you in square metres, that is the conversion that puts it on the table.
Three Things That Catch People Out
Time can only be spent once. Section 25(4) is explicit: experience already used to qualify for one certificate cannot be used again toward a higher one. The 12 months that got you your 3rd Class are gone, and they cannot be recycled into the 24 you need for your 2nd.
The Administrator has discretion, and it is worth asking for. Section 25(1) allows experience as a chief, shift engineer, assistant shift engineer, assistant engineer or Building Operator to be assessed for partial credit even when it does not fit a clause cleanly. Section 25(3) grants two thirds credit for maintenance time in a seasonal plant. These are not automatic. You have to put them forward.
Schooling can buy back months. A recognized 2nd Class course or a mechanical engineering degree is worth 9 months against the 2nd Class requirement under section 17.1(2), and a two-year power engineering technology program is worth half of it under 17.1(3). At the 3rd Class level, section 18.1(2) offers 6 or 9 months on the same basis. If you are short, this is usually the fastest ground to make up.
Before You Submit Your Experience
Work through this in order, and you will know what you are claiming before the regulator tells you:
- Confirm whether the plant is a power plant or a heating plant, by pressure and temperature.
- Establish its capacity in kilowatts, converting heating surface at 10 kW per square metre if you need to.
- Find the certificate your seat requires at that capacity, not the one you hold.
- Check that against the class you are pursuing. One below counts under the standard route. Two below does not.
- If you are a shift engineer over 1 000 kW and the standard route fails, claim section 17.1(1)(b)(ii) by name and count 36 months.
- Add any course or degree credit you are entitled to, and cite the subsection.
If the plant genuinely does not support what you need, that is worth knowing early rather than after a refusal. It is a hard conversation to have with yourself, but moving to a larger plant or into the chief's chair is often the only thing standing between an operator and their next ticket. A Note On Other Provinces
Everything above cites Alberta's Power Engineers Regulation (AR 85/2003), which ABSA administers. The SOPEEC exams are standardized across the country, but the supervision tables and the experience clauses are provincial and they are not identical. British Columbia, Saskatchewan and Ontario each publish their own, with their own capacity thresholds.
The underlying principle travels well, and so does the method: find your table, find your seat, and read what the seat requires. Just do not assume Alberta's kilowatt boundaries are your province's. Qualifying time is earned by the class your position requires, not the class you hold. In Alberta, Table 1 on page 37 sets what each seat requires at each plant capacity, and the standard experience clauses all ask for a position one class below the ticket you are chasing. A shift engineer in a 1 000 to 5 000 kW plant fills a 4th Class seat, so that time does not count toward a 2nd Class under the 24-month route, even for a 3rd Class holder. What does exist is section 17.1(1)(b)(ii): 36 months as a shift engineer in a power plant over 1 000 kW, with no position-class test at all. Confirm you are in a power plant and not a heating plant before you rely on any of it, and claim your course credits and section 25 discretion rather than waiting to be offered them.
